How does the “lowest price of the last 10 days” rule work in Türkiye?

Short answer

In Türkiye, since 1 August 2026, the pre‑discount price of goods is the lowest price charged in the 10 days before the discount starts1. For perishable goods such as fruit and vegetables, and for services, the price just before the discount is used. If you sell in several channels, each channel is worked out with its own prices only; a price log kept every day makes this easier.

What does the rule say?

Türkiye’s Ministry of Trade amended the Regulation on Commercial Advertising and Unfair Commercial Practices (Ticari Reklam ve Haksız Ticari Uygulamalar Yönetmeliği) in the Official Gazette, Resmî Gazete, of 1 July 2026, No. 33297. The change came into force on 1 August 202614.

Under Article 14 of the Regulation, in advertising for goods the pre‑discount price is the lowest price charged in the ten days before the discount starts2. In short, the struck‑through price cannot be higher than the lowest price of those 10 days.

Before, the period was 30 days: the rule in force from 1 March 2022 to 1 August 2026 looked at the lowest price of the thirty days before the discount5. The period is now shorter; according to the Ministry, the aim is to prevent an impression of large discounts that does not reflect reality3.

The same article also lists what a discount advert must show: the pre‑discount price, the start and end dates of the discount and, if the number of discounted items is capped at a set quantity, that quantity2.

The struck‑through price, step by step

The price log below is an example; it does not belong to a real store. The discount starts on 15 October, so the days that count are the 10 days from 5 to 14 October.

2 October990 TLNo, before the 10 days
3 October990 TLNo, before the 10 days
4 October990 TLNo, before the 10 days
5 October1,200 TLYes
6 October1,200 TLYes
7 October1,150 TLYes, lowest
8 October1,150 TLYes, lowest

13 October1,250 TLYes
14 October1,250 TLYes
15 October999 TLDiscount starts

The 990 TL of 2–4 October does not count, because it falls outside the 10-day window.

Pre‑discount price and discount amount

Pre‑discount price: the lowest of 5–14 October
1,150 TL
Discounted price (15 October)
999 TL
Discount amount
151 TL

Rate: 151 ÷ 1,150, about 13%. Had the struck‑through price been shown as 1,250 TL, the discount would look like 20%; this kind of exaggerated discount is what the rule aims to prevent3.

In this example the day the discount starts is not counted; the 10 calendar days before it are. If you are unsure how to count the days, ask your lawyer.

What should the product page show?

The Ministry says the lowest price of the 10 days may be shown struck through as the pre‑discount price4. Set up the discount label on the product page with the same calculation. The Regulation also bans wording and images that confuse which products are discounted or how large the discount is, or that make the discount look bigger than it is2.

Dates and prices are examples. If the number of discounted items is capped at a set quantity, that quantity must be shown too.

A practical rule: for the same channel, the banner, the e‑mail, the social media post and the product page show the same rate and the same dates. Work out the rate on a marketplace separately, from that marketplace’s price log.

Services, perishable goods and several channels

For perishable goods such as fruit and vegetables, and for services, there is no 10-day calculation. Here the price just before the discounted price is used2.

If you sell the same product in your own store and on a marketplace, the pre‑discount price is set only by the prices in the channel where the discount runs. A price in one channel cannot be the basis for a discount in another2. So keep a separate price log for each channel.

Conditional discounts are covered too: the article applies to discount adverts tied to a set amount, quantity or action, except the rule on showing the number of items23. The same article also applies to discount adverts in loyalty programmes that consumers can join easily2.

How do you keep a price log?

To apply the rule you need to know your past prices. If your platform does not keep a price history, a simple table filled in at the same time every day is enough. Write a line every day, not only on the day the price changes; that way it is clear which day ran at which price.

Price log template

Product name and SKU: Channel (your own store or the marketplace’s name): Currency: TL Daily lines, one line every day: Date – Time – Selling price – Note (campaign, coupon, reason for the change) – Entered by Campaign calculation Discount start date: The 10 days that count (from … to …): Lowest price on those days, i.e. the struck‑through price: Discounted price: Discount rate = (struck‑through price − discounted price) ÷ struck‑through price: Calculated by, and date:

Keep a separate table for each channel. For perishable goods and services, enter only the price just before the discount in the campaign calculation.

Frequently asked questions

Does the rule apply to campaigns on marketplaces too?

The calculation uses the prices of the channel where the discount is advertised; a price in one channel cannot be the basis for a discount in another. Check how the calculation works in the marketplace’s own campaign tools against its seller rules and with your lawyer.

What if I raise the price just before the campaign?

The struck‑through price does not go up. The calculation looks at the lowest price of the last 10 days; if a lower price applied on those days, that is the struck‑through price.

Are conditional campaigns such as “buy 2, pay for 1” or “a discount above a set amount” covered too?

Yes. The discount article applies to adverts for conditional sales too; only the rule on showing the number of items does not apply to them.
